Aeta communities in Capas, Tarlac have raised concerns over the proposed construction of the Pax Silica AI Manufacturing Hub, warning that the massive development could threaten their water supply, livelihood and ancestral lands.
Residents fear that the project could disrupt their access to vital water resources, particularly if nearby rivers are tapped to meet the facility’s requirements.
They are also concerned about reports of a possible relocation program affecting families in the area, which is expected to begin in 2027.
For the indigenous communities, the prospect of displacement raises questions about the protection of their ancestral domain, traditional way of life, and sources of livelihood.
The Aetas are calling on the government to ensure that their rights are respected and that their concerns are addressed before the project moves forward.
They stressed the need for meaningful consultations with affected communities and clear safeguards against the loss of their homes, natural resources and ancestral lands.
While the proposed AI manufacturing hub is being presented as an opportunity to attract investments, generate jobs and promote technological development, residents insist that economic progress should not come at the expense of indigenous people’s welfare.
They want the government to ensure that development plans take into account the long-term impact on communities that depend on the area’s land and water resources for their survival.
For the Aetas of Capas, development must also mean protecting their heritage, securing their livelihood and guaranteeing their right to remain on their ancestral lands.
